EXECUTIVE DEPARTMENT TERRITORY OF ARIZONA OFFICE OF THE GOVERNOR To all to whom these presents onay Come, Greeting: Whereas at the October Term of the District Court of the Third Judicial District of the Territory of Arizona, in the year 1887, Francisco Baca was convicted of the crime of Embezzlement and sentenced to confinement in the Territorial Prison at Yuma Arizona, for the period of ten (10) years. And whereas it appears to me from the evidence presented to me by petitions numerously signed, and from letters sent me by distinguished and reliable persons, statements of the Prosecuting Attorney and the Jury who tried the case, that grave doubt existed of the prisoners guilt at the time of conviction, and that now, said Baca is a fit and proper subject for Executive Clemency. Now, therefore I, Lewis Wolfley, Governor of the Territory of Arizona, by virtue of the authority in me vested, do hereby grant said Francisco Baca a full and unconditional pardon and direct that he be forthwith set at liberty, restored to all the rights of Citizenship hereby.
